Italy Adopts a New Legal Framework pertaining to Civil Protection

Italy recently modified its legal framework pertaining to disaster management through Decreto Legislativo 2/1/2018, n. 1 (entered into force on 6 February 2018). This reform was carried out by the Government on the basis of guidelines provided by the Parliament through Law n. 30 enacted on 16 March 2017. The reform was required in order to provide coherence to a legal framework largely fragmented into several previous acts, clarify competences of involved actors and reinforce the institutional and operative capacity of the State, Regions, Autonomous Provinces and other stakeholders to face with disasters and manage disaster risk reduction activities. The new legislation also clarifies the prominent role of the Civil Protection Department in managing international assistance in case of disasters, also through the Italian involvement in the EU Civil Protection Mechanisms.
