UNISDR and EU Committee of the Region Commit to Reduce Disaster Risks

The UNISDR and the EU Committee of Regions (EU CoR) agreed on a five-year plan to support EU cities and regions to take more concerted action to reduce the impact of disasters. The two bodies joined together in the signing ceremony of the so-called “Action Plan on Sendai Framework implementation at local and regional levels between the EU CoR and the UNISDR” on 13 Ocotber 2016, the International Day for Disaster Reduction (IDDR). The Plan, which acknowledges the fundamental role played by local and regional authorities in civil protection, is meant to translate the Sendai Framework into policies for local and regional governments, by specifically increasing the number of towns and cities with disaster risk-reduction strategies by 2020. The Plan draws upon a 2016 report drafted by Progress Consulting srl and Living Prospects ltd entitled “Implementation of the Sendai Framework at the EU level: the take-up of resilience measures by Local and Regional Authorities” and the EU Commission “Action Plan to Integrate the Sendai Framework in EU Policies” of June 2016, analyzed below.
